An Act Relating to the legalization and taxation of recreational and medicinal marijuana.
Enactment Clause: 
Be it enacted by the Youth Model Legislature of the State of New Jersey that marijuana, both recreational and medicinal, will be legalized. This will include the creation of dispensaries and a tax that is used to fund underfunded schools.
Section I: Defines Recreational as any use not prescribed by a medical doctor. Medicinal as any use after a prescription by a medical doctor. Underfunded as provide with insufficient funding in comparison to wealthy suburban areas Low income areas as areas where the average income is below the state average. Section II: A drug tax of 8 (eight) percent will be put in place on all purchase marijuana from New Jersey managed dispensaries, with funds going towards underfunded, inner city schools. Section III: Dispensary costs will be taken from the luxury tax. Statement of intent: The purpose of this bill is to simultaneously decriminalize marijuana while providing necessary funding to schools in low income areas.
Effective Date: 
This bill shall take effect at the start of the new year, January 1st 2020.

Author's Note: 
The costs will be covered by the state luxury tax.

Funds necessary for the implementation of this law will come from the luxury tax. Funds generated as a result of this law will go to the funding of underfunded schools. The implementation of this law will fall under the jurisdiction of the department of health.
